Add ability to recreate clusters inside tasks

Description

For performance testing, there are cases where it is beneficial to run a task, a subtask, or a series of tasks and recreate the cluster on every execution given different task options. For example, we may want to run fio with many different io sizes for random, and sequential reads and writes, potentially with other options like io depth or read ahead. In some cases we may want to do this on the same cluster, while in other cases we may want to do this on a fresh cluster for every single combintation of options. Right now we can simulate this by using an external program to create and launch individual teuthology tasks with specific option definitions, but it's not remotely ideal and could potentially result in thousands of individual teuthology jobs for one test run given complex enough task definitions.

In the long run it would be beneficial if we had a straightforward way to control cluster creation and deletion inside of tasks.
