Description of problem

Grafana ceph-cluster.json doesn't support cluster label.

We don't have jsonnet for now for ceph-cluster.json file. So the Fix just adds the label to JSON only.

How reproducible

Steps:

  1. Add multiple cluster via ceph dashboard
  2. The graphs are breaking on grafana Ceph Cluster dashboard.

Single graph shows multiple values

Expected results

Graphs should be adaptable to cluster label.
