rados/operations/add-or-rm-mons.rst has relative links to ../../install, but they need to be ../../../install to
work correctly; however, while examining https://github.com/aarontc/ceph/commit/06c2de2ab60d5c90ec0c6f13a20bb0d92bcf291d, submitted by a user to fix this, I note that it seems like they ought to be named links anyway, so that the doc build system can find the place in the tree to link to...i.e. they ought
to be saying things like

.. _Hardware Recommendations: `Hardware Recommendations`_

or something like it, and then having Hardware Recommendations defined as a named target. Not sure why
this strategy isn't used here, so I'm punting to someone who owns the doc architecture.
