Description

In same cases - primarily after some recovery and DB exporting - we might need to use RocksDB on top of regular filesystem.
In this scenario the location of non-DB files, namely sharding/* and ALLOCATOR_NCB_DIR/*, becomes unclear since no root path is provided and relative paths are in use through the code. Which is unlike to DB which still gets osd primary dir as a root when opening.
