Description

We have a cluster with more than 5000 osds. When deleting a large number of rbd snapshots, active mgr frequently switches due to beacon timeouts。
The following fix increases the priority of the MMDSBeacon. For the same reason, the priority of the MMgrBeacon should also be increased.
