Description
something is broken when a test run is scheduled from teuthology.
same job seems to run multiple times.
example run: ubuntu@teuthology:/a/teuthology-2013-09-16_01:35:03-upgrade-small-next-testing-basic-vps
there are 168 jobs in the above run, while there should only be 24 jobs. each job is being run 7 times.
also, this seems to be the case with other scheduled runs as well.
