Description

https://github.com/ceph/ceph/pull/47560 raises the POOL_APP_NOT_ENABLED for the pool which is not in use and also application is not enabled for it. The PR#47560 added POOL_APP_NOT_ENABLED warning to many qa tests to fix the testcases which were failing due to POOL_APP_NOT_ENABLED health check.

Ilya recommended to raise POOL_APP_NOT_ENABLED after some time for a new pool which has no application enabled.
