Description: rados/cephadm/dashboard/{0-distro/centos_8.stream_container_tools task/test_e2e} --name yuriw-2023-08-21_23:10:07-rados-pacific-release-distro-default-smithi

This test vaguely timed out after awhile and failed, but a deeper look in the mgr and mon logs shows that the health was in this state when the test failed:
