This feature has been discussed in the CDS Squid CephFS session https://pad.ceph.com/p/cds-squid-mds-partitioner-2023.

mgr/mds_partitioner: add MDS partitioner module in MGR

The stats module (e.g., ceph fs perf stats) and mds/MetricAggregator need to be modified. Then, working set size of each subdir (or subtree) is used to calculate and spread metadata workloads across MDS ranks.
