Steps to Reproduce:
1. Blocklist rbd_support client
2. Tried to add a ceph task to flatten a client

Actual results:
  1. ceph rbd task add flatten mirror_pool/r_clone
    Error EAGAIN: #

Expected results:
User understandable error message [when module is not ready]"
