Description
This is a follow-up tracker to https://tracker.ceph.com/issues/57533.
With the fix for the above tracker, it would still be possible for a
user to ephemerally modify the QoS params for a built-in mClock
profile using 'daemon' and 'tell' interfaces.
This fix for this tracker is to ensure that QoS params modification
using the above methods get reset to defaults.
The fix must be back-ported to quincy and reef.
