UI: Filter OSD state toggles should remain in color

Description

When you remove the toggle color you can no longer visually associate it with the OSDs you are filtering. Make the Toggles remain colored and add some other mechanism like a checkbox to indicate selected state.

I thought about it a bit more and rather than introduce check boxes, I resorted to opacity changes to indicate deselection.

1. change opacity of deselected filters
2. change text color from inktank light gray to inktank dark gray

This is checked into dashboard-next and has been installed on mira022.
