It's part of the PowerTools repo; I can only guess this was when the mirrorlists were screwed up? I don't imagine it's reproducible anymore?

Apologies, I was confused about the context. This is a missing package during a test run. The test is assuming it can find snappy-devel on the test host. I don't know if PowerTools is enabled for test hosts or not.

It is not enabled by default. The test code originally enabled it, but as https://github.com/ceph/ceph/pull/42429/ shows, it was removed in favor of having PowerTools come enabled by default from the installed image. Apparently whatever code set this up didn't work for the currently-captured image.

Ah. In the process of removing the mirrorlist handling, PowerTools was left unenabled ( https://github.com/ceph/ceph-cm-ansible/pull/731 ); the construction of the repo files from templates had the side effect of enabling several repos, so removing it also removed the enablement. We'll need to add code to get the repos back to the states they should have, sans mirrorlists.
