Description

A previous patch (https://github.com/ceph/ceph/pull/47666) already set it up so these files would not be written to offline hosts. This should be extended to also not write these files to maintenance mode hosts. The idea being that both offline and maintenance mode hosts are hosts that may not be reachable (someone could have taken the maintenance mode host offline to change hardware or something else), so we shouldn't be trying to write files to them.
