ceph-deploy: osds disappear after reboot

Description

while using ceph-deploy to deploy cluster, when the test system is reboot, the osds and mount point disappears.

this appears to be a problem in all non ubuntu distros and sage has a fix pushed for it.

just opening a bug to keep track of it.
