Description

Right now, when cephadm deploys grafana it always adds the ability for anonymous users (those not logged in) to access the grafana dashboard as a viewer. In case users are worried about these viewers seeing cluster details in the dashboard, we should make this configurable. Currently, the only way to turn it off is to use a custom config file, which takes more work than I think should be necessary for toggling anonymous access.

Note that if the user does not provide an initial admin password and anonymous access is turned off the grafana dashboard will not be inaccessible.
