Description

In some situations (mostly as part of automation or testing but possibly elsewhere) it could be nice to be able to clear the daemons from a host but still leave the cephadm managed conf and keyring files. Currently this doesn't work as they are both removed via putting the _no_schedule label on the host and that causing the host to be left out for all placements, including for daemons and client keyring files.
