Description

the mgr/cephadm/use_repo_digest config option is meant for whether we consider images to be the same based on their image digest or image name. Currently, even if the option is set to false, we still just check via the digest whether or not the images are the same for upgrade purposes. In order to provide the option of having things truly handled by image name (what use_repo_digest being false means in my eyes) upgrade should take the parameter into account. This also makes it possible to move from a local private repo to an online one or vice versa using the upgrade command, even when the to/from image are identical other than to which repo they have been pushed.
