Description

We keep seeing issues with `ceph-deploy mon` commands but they are extremely difficult to investigate because we are compiling big functions that do too many things at once and do not tell exactly what is going on.

Migrating all the mon actions to the new structure will give us better insight to what is going on and make it easier to fix any problems that come up.
