The test expects that post running `scan_links` (`cephfs-data-scan`) would rebuild the inode table. The test pins a directory to rank 1 and ensures the subtree is migrated by checking the inode number of a file created inside the (pinned) directory. For some reason, only rank 0 MDS inode table was rebuilt.

No we never did RCA for this when/after we discovered this bug.
