ceph-volume inventory did not list devices

Description

I have installed ceph quincy (v17) on to different blank machines running Debian 11.

I only installed ceph and cephadm but did not yet bootstrap a cluster.
I am using the following command to verify the disk on the machines

$ sudo cephadm ceph-volume inventory

Both machines have 500Gb SSD disks (one SATA one with NVME). The one shows the devices. The other machine shows no devices.
But lsblk shows the disks on both machines. I verified that the disk is not mounted or has a file system:

I would expect that ceph-volume can identify the Disk even if the disk is not available because of use.

It seems to depend on the Hardware type of the SSD disks. I can reproduce the problem on different machines. Problematic ssd type 'Crucial_CT500MX2'.
I tried to solve this now for several hours with out any success. I don't want to say this is a bug in ceph-volume but at least ceph-volume should print some more information why it is unable to detect the disks.

In the log file of ceph-volume.log the devices are mentioned. But the output of the command is empty.
