We have a few dependencies that affect the CI testing. Occasionally problems will pop up where a new version of that dependency will be released and it will break the tests, typically resulting in someone fixing it by pinning the version of the dependency to an older, working version. This tracker is for building some infrastructure to be able to output what the current version being used for our dependencies is and what the newest available version is. The hope is that this will help us be able to pin all the important dependencies to avoid spontaneous breakages while making it easier to check on some regular interval to see if new major versions of the dependencies have been released so we can see about upping the pinned version
