Description

Add the following two OSD metadata.

- created_at: the timestamp when OSD was created. It's useful when getting some statistics.
- ceph_version_when_created: the ceph version when OSD was created. It's useful for users to know whether they might hit version-specific bugs.

PR#48298 has already been merged. Could you change the status of this issue to "Pending Backport"?
