The cloud sync module does not work starting with Pacific

Description

We have a cluster running Ceph Pacific storing objects with S3 and we want to sync the objects with an external endpoint.

We have followed the following setup instructions (https://croit.io/blog/setting-up-ceph-cloud-sync-module), however, even though we managed to sync the buckets, the objects inside the buckets never are synchronized.

In a test cluster we tried to perform the same configuration with Octopus and obtained positive results, both buckets and objects were successfully synchronized following the same configuration steps as above.

We also tested using Quincy, and the results, as with Pacific, were not what we expected. Starting with Pacific, only the buckets are synced without the objects.

I include the most relevant log entries I found from the RGWs in both Pacific and Quincy.
