I tried to reproduce the issue by using the commands above provided by Yuri, but teuthology scheduled 11 jobs (the correct number). In the original issue, I wonder if there were some jobs still running or waiting at the time re-run was scheduled since
we do "-R fail,dead,running,waiting"

Closing this issue because we were missing seed number when scheduling a rerun.
