#57074 does seem to be related; we need to get install-deps working in order to get the right compiler version installed.

`centos-release-scl` is not available for Centos 8 or Centos 8 Stream:
- https://centos.pkgs.org/8/centos-extras-x86_64/
- https://centos.pkgs.org/8-stream/centos-extras-x86_64/
Install-deps should be modified to accommodate this scenario.
