Radosgw RPM unnecessarily requires mod_fcgid

Description

The radosgw rpm currently requires mod_fcgid. This in turn requires Apache. For an environment (such as nginx) without Apache, this can be annoying and means an extra step of running --nodeps. Perhaps simply requiring fcgi (or not having the requirement at all) would work.
