Description
At the moment we don't permit a downgrade to a dev build, but sometimes this is necessary when issues are detected and fixes are tried out. This request proposes adding a 'flag' to permit upgrade to be performed if 'forced' by the admin.
Without this feature, my workaround has required a code hack.
i.e.
1) disable cephadm
2) update the cephadm/upgrade.py to bypass the version check
3) reload cephadm
4) run orch upgrade
I don't think we should expect users or other devs to perform this hack when they need to apply a dev build to a cluster.
