As part of the PR: https://github.com/ceph/ceph/pull/45877 now we store ceph conf on /var/lib/ceph/<fsid>/config/ (in addition to the standard location /etc/ceph/) but this is only performed during the bootstrap operation. Let's copy the ceph conf to this location when distributing it among hosts with _admin label also.
