Description

Right now cephadm networking configuration is provided by using different arguments such as --mon-ip and --mon-adrv in addition
to the conf provided by the user in a configuration file such as public_network or cluster_network. In the current code cephadm doesn't
perform any check to ensure that this configuration is consistent which may allow the user to bootstrap the cluster with an erroneous
networking configuration.
