Description

Fix a bug in test_activate_osd() that was exposed by the changes
in PR: https://github.com/ceph/ceph/pull/44807.

This fix needs to be backported to pacific as well. See discussion
below,

and I have merged https://github.com/ceph/ceph/pull/45522, I think we should backport it to quincy
