terminate ceph-create-keys when its mon process dies

Description

Right now, it's easy to build up a bunch of ceph-create-keys processes on a node because it is started when the monitor starts, but sometimes the monitor has issues. We should incorporate hooks into the init system to terminate the ceph-create-keys process if the monitor process it is associated with disappears for any reason.

    This avoids lingering ceph-create-keys tasks.
