Description

1、 create rgw user
2、 using "radosgw-admin user stats --uid=u11" command to stats user
3、 notice "User has not been initialized or user does not exist";

ceph version after 14 has this notice.

it's because you haven't created any bucket, the error message should be corrected, i try: https://github.com/ceph/ceph/pull/43832
