Description

cephadm shouldn't enforce the ":z" option on the file passed to `--apply-spec`.

the file passed to `--apply-spec` doesn't need to be opened with write access anyway.

for instance, the following command would fail because podman doesn't allow to relabel a file in /usr:

cephadm bootstrap --apply-spec /usr/share/cephadm-ansible/spec.yml
