cephadm bootstrap is not respecting the parameter --no-minimize-config

Description

when trying to bootstrap cluster using cephadm, the config file created is still minimal ceph.conf even after providing the paramter --no-minimize-config.
During the bootstrap process, a full ceph.conf is getting created. But once the bootstrap is finished the ceph.conf is getting overwritten with the minimal ceph.conf

We use ceph.conf to control the configuration parameters consistently, instead of checking and modifying parameters in database. It's more convenient for a quick check of current configuration parameters and also for easily controlling replication parameters when using rbd-mirror daemon.
