Description

https://github.com/ceph/ceph/pull/39282 introduced at least three regressions:

- extra_op_flags isn't applied to watch/notify ops
- extra_op_flags isn't preserved when duping IoCtxs
- neorados support is missing (extra_op_flags is IoCtx-only)

There is a fourth regression not covered here:

- in case the image has a separate data pool, extra_op_flags isn't propagated to IoCtx that is used for a data pool (ImageCtx::data_ctx)
