https://github.com/ceph/ceph/pull/42404 merged prematurely and is causing ceph_test_cls_rgw failures, please hold off on backports until those are resolved

Hi Casey, have the issues you mentioned been resolved? Users are still running into the `radosgw-admin bi list` failures on Octopus and Pacific, so it would be great if this PR could be backported to verify that it does indeed fix this issue.

I'm not aware of any issues with that PR. I just backported to pacific and ceph_test_cls_rgw runs w/o failures.
