Description
use backport scripts with github actions to create automatic backports on PR merge to dev branch
1. listens on merge webhook
2. PR merge will trigger check for:
if commit message contains redmine tracker id >> yes >> extract it
3. set the merged PR id to redmine parent issue.
4. run ceph backport scripts and create PRs for stable branch if no conflicts
