Description
The user database migration from v1 (Nautilus) to v2 (>= Octopus) has been removed by #49645 (GH PR https://github.com/ceph/ceph/pull/39908). This needs to be reimplemented to be able to automatically migrate systems from Nautilus to newer versions.
