Description

ceph orch stop mgr should not stop all the mgrs and should give a warning and come out

Maybe a solution would be yes I really mean it because the moment you will stop all mgrs `ceph orch` commands will stop working.

Workaround - go to mgr node find out mgr name in /var/lib/ceph/$fsid/mgr and start the mgr with systemctl!
