Description

If you want to set monitoring stack container images during bootstrap by setting a config option like "mgr/cephadm/container_image/prometheus" in your config file with something like:

[global]
mgr/cephadm/container_image_prometheus = docker.io/prom/prometheus:v2.19.3

it doesn't work and mgr/cephadm/container_image_prometheus will have the default value when the cluster finishes bootstrapping. This is despite the fact that "ceph config assimilate-conf" is capable of handling that setting.
