Description
cephfs-mirror is unidirectional atm. So, If (cluster2, fs) is an active peer for (cluster1, fs), disallow adding (cluster1, fs) as a peer for (cluster2, fs).
Note that, once the peer relationship is removed, this is fine.

While running with --resolve-parent, the script "backport-create-issue" noticed that all backports of this issue are in status "Resolved" or "Rejected".
