Description

If you have < 2 running mgr daemons than the upgrade won't work because there will be no mgr to fail over to.
If you have < 3 mon daemons the upgrade won't work because the 1 or 2 mon daemons you have will always fail ok_to_stop (will actually result in infinite loop)

In both cases we shouldn't allow the upgrade to start since it will just fail anyway.
