Looks like a feature. Not clear if it's worth the risk to backport this to nautilus as this late stage of its lifecycle.

Hi Nathan, this improvement is critical in making sure that the mon db does not grow huge in size, resulting in impairing basic functionality of the monitors. There are many reasons why the mon db can grow in size, one such upstream report is https://github.com/ceph/ceph/pull/39199#issue-565016461 and at the moment, the monitors cannot keep up with high ingest rates without manual intervention.
