Description
ceph-deploy currently uses the package repos at ceph.com or gitbuilder.ceph.com for installation sources, and additionally it relies on yum, zypper, or apt upstream repositories for package dependency resolution. Some potential users of ceph-deploy, particularly enterprise and government, may not be able to allow external internet access.
Add a feature to ceph-deploy to allow local repositories to be used, either on the command line, or via a config file on the admin node.

with the new `--no-adjust-repos` we rely on users setting up their own mirrors.
A new 'firewall-install` command is in the works as well for a different option.
