Description

Right now, we allow any integer for a placement count (exception being trying to place < 1 mon/mgr). With the possibility of co-located daemons, a user trying to apply something like 20000 rgw daemons when they only have 10 hosts would be an issue. Therefore, we should limit the max value users can apply to something reasonable based on the number of hosts available in the cluster.
