Description

cephfs-mirror and mgr/mirroring has the machinery to run/support HA but we do not have any test coverage for such a setup.

Add tests for running cephfs-mirror in HA and fix any bugs that come up. Patrick also suggested that we probably would want a thrasher for the same.
