Description

/a/sage-2021-03-11_14:50:20-rados:cephadm:upgrade-master-distro-basic-smithi/5956079

- cephadm.py (weridly) sets mgr layout as '3;host1=y;host2=x'
- 15.2.4 cephadm deploys a third mon on host2 with random name
- upgrade to master mgr
- migrate_0_1 comes up with new placement of '3;host1=y;host2=x;host2=x'
