RGW: Multiple Site does not sync old objects

Description

Hi all:

We have a strange problem now.

Before we convert our old Ceph cluster (ceph version 14.2.10 (b340acf629a010a74d90da5782a2c5fe0b54ac20)) to mutiple site mode. The secondary zone is running ceph version 15.2.7 (88e41c6c49beb18add4fdb6b4326ca466d931db8). Multiple site is working very well and all the objects have been synced to secondary zone Ceph cluster.

Now we set up a new multiple site Ceph clusters to store data. Bot Ceph clusters are running ceph version 15.2.7 (88e41c6c49beb18add4fdb6b4326ca466d931db8). We notice the old objects will not been synced, only new objects will be synced into secondary zone.

Do we need to config something else to sync old objects or this is a bug?
