Per Sage

I'm not sure if this is worth backporting. The primary benefit is faster upgrades, and it's the target version that uses it (i.e., pacific). Putting it in octopus doesn't really help anyone.

Also, the CLI change makes me slightly nervous (we now show stdout results even when the mon returns an error).
